The INS knows that there are sometimes situations in which an individual is unable to pay the fee for a particular service. Generally, the INS has discretion to waive any filing fee if the applicant can prove that he/she is unable to pay the fee. INS has a policy that explains when INS might grant fee waivers. It also provides information on how INS defines "inability to pay." If you are interested in reading the INS policy on when fees may be waived, and the process you must follow to request such a waiver, these may be found in the INS Fee Waiver Policy Statement and the Fee Waiver Policy Memo of October 9, 1998.
